This project conducted a state review of the oil and gas exploration and production (E&P) waste management regulatory program in West Virginia. The EPA/IOCC Study of State Regulation of Oil and Gas Exploration and Production Waste (1990) publication, which sets forth criteria to evaluate waste management programs, was used as the baseline guidance document for the review. The review was performed by a team of four senior state regulatory personnel, an environmental representative, and an oil and gas industry representative, all appointed by the Interstate Oil and Gas Compact Commission (IOGCC). Observers representing federal government, industry, and public/environmental groups also participated. After having familiarized themselves with the existing West Virginia E&P waste management procedures via a questionnaire completed by the State, the review team and the observers spent one week onsite in Charleston, West Virginia interviewing regulatory officials and staff with the West Virginia Office of Oil and Gas. A final report has been prepared by the review team which presents findings on the beneficial aspects of the State's program and recommendations identifying areas for improvement to the program. The longterm objective of the project is to suggest rules and regulations to be adopted by the State to enhance the E&P waste management regulatory framework for West Virginia so that the need for a federally regulated program will not be required.
