Abstract:
The purpose of this capstone project is to develop a preliminary manual of policies and procedures for the Office of Admissions, Registration, and Records at the Community College of Denver (CCD). "Preliminary", will be defined as an accumulation of any published and/or verbal policies and procedures already accepted and/or practiced by the institution. The purpose for developing this "preliminary" manual is to create a written document, consisting of policies and procedures to be used when interpreting policy for the institution or for training staff to carry out the operations of the office. Like other colleges, CCD must stay competitive yet, comply with federal and state guidelines in order to be accredited by North Central Association of Colleges and Schools. This Policies and Procedures Manual will assist the college in meeting these goals. This Capstone project will benefit the Community College of Denver, the eight to twelve thousand students attending the college, and the staff of the college who are expected to interpret the policies and procedures which govern the institution. It will also be a document which can be used as a template by other community colleges when establishing a similar manual for their own institutions. A long range planning process should be involved in the designing and implementation of any policies and procedures manual. This long range planning process will contribute to the evolution of a written, analytic document which will clearly delineate what actions are necessary to increase the efficiency of the office. The process will require participation from many groups from within the college as well as from outside sources. These individuals will be assigned to "teams" which will help to identify those areas of governance which are in greatest need of "policy", what policies are already in place to deal with potential issues, and what new policies should be developed in order to safeguard the interests of the college and it's constituents. The team process identified by Larsons and La Fastos book Teamwork, will be used throughout the process to assist team members in the identification and development of policies and/or procedures which will best serve these goals. During this process several objectives must be met: 1) the gathering of all written and oral policies that impact the office and/or the institution from staff, the catalog, the Commission on Higher Education, and other divisions; 2) the writing and proposal of policies where there are none adopted by the college to the appropriate Vice President to be considered and/or accepted; 3) reviewing of all written policies currently being practiced and, when appropriate, the writing of procedures for their correct implementation; and 4) compiling of all documents created and adapting them to form a functional manual which can easily be interpreted by the appropriate personnel. According to Friedman, (Friedman p. 1) policies and procedures manuals must be in a technical format to be used by the institution. The technical writing format used in this capstone project will be similar to the document designed by Richard Randlett, Assistant Vice President for Student Services, with the Association of American Medial Colleges.
